Event Information

The Etio Conference 2026: 'Tackling the National Attendance Challenge' will bring together senior education leaders, attendance leads, safeguarding and pastoral teams, local authority representatives, policymakers, and sector partners to explore practical, evidence-informed solutions for  tackling the national attendance challenge. Through keynote talks from sector experts, practitioners, and thought leaders, alongside interactive breakout workshops and structured networking opportunities, delegates will examine the root causes behind pupils’ persistent and severe absence from school - including mental health, disadvantage, parental engagement, SEND, and community factors - while sharing research, frontline insights, and sustainable strategies for long-term culture change. Attendees will leave with practical tools, clearer strategic direction, and a strengthened professional network to support their work in improving attendance and ensuring every child can access consistent, high-quality education.

Simon Blake

Simon Blake - Deputy Director, School Attendance, DfE

Simon Blake holds senior leadership responsibility within the Department for Education for all matters relating to school attendance. In this capacity, he directs a specialist team tasked with shaping national policy and regulatory approaches in this area. His remit extends beyond policy development to include oversight of support mechanisms designed to raise attendance levels across the education system. This includes the implementation and management of targeted initiatives, such as Attendance and Behaviour Hubs, which provide practical support and guidance to schools.

Jayne Lowe OBE

Jayne Lowe OBE - Attendance & Behaviour Ambassador, DfE

Jayne Lowe OBE is a professional associated with the UK’s Department for Education (DfE), where she has contributed to initiatives aimed at improving educational standards and supporting schools. Her work typically focuses on policy development, collaboration with educators, and ensuring that government strategies are effectively implemented in classrooms. Through roles like hers, the DfE works to enhance student outcomes, promote equal opportunities, and strengthen the overall education system in England.

Laura Bell - Etio Project Director, Attendance Mentors 

Laura has worked across a range of sectors, including careers guidance, skills and employability for over twenty years, working with clients as diverse as government departments to single schools. She has been involved with international programmes, helping contextualise best practice and developing innovative solutions in areas such as gender equality. The one consistent is Laura’s focus on impact and equity of opportunity for all and is now applying that vision to the Department for Education programme, Attendance Mentor Pilot Expansion.

Samira Sadeghi - Director of Trust Governance, CST

Samira is Director of Trust Governance at the Confederation of School Trusts (CST). She has been involved in school governance for over a decade. Prior to joining CST, she served as Head of Governance and Company Secretary at Academies Enterprise Trust (now Lift Schools), a trust with 57 schools. She started her career in governance with Ark Schools, as a regional governance officer, overseeing governance at 17 schools in London. Before she moved to the U.K. with her family in 2010, Samira was a criminal defence attorney in California representing men on death row on their habeas corpus petitions for almost 12 years.

 

Tom Preston - Thrive

Tom Preston - Business Director, Thrive

Tom Preston joined Thrive as Commercial Director in 2024 and became Business Director in 2025, focusing on partnerships with schools, trusts, and local authorities to support whole-school mental health and wellbeing. Previously, he held senior roles at Teach First, contributing to teacher training and leadership development. He began his career teaching secondary English in the East Midlands and worked as a researcher at Harvard University, and has also served as a school governor and advised a literacy charity.

 

Philip-Horgan

 Philip Horgan  - Head of Evaluation, Youth Endowment Fund

Philip Horgan brings over 30 years of research, evaluation, and project management experience across the UK and internationally. As Head of Evaluation at the Youth Endowment Fund, he provides senior leadership on the design, commissioning, and management of rigorous impact evaluations focused on preventing youth violence and strengthening the evidence base for effective interventions. His role includes overseeing complex efficacy trials and pilot studies, advising on evaluation design and quality assurance, supporting technical and budgeting decisions, and working closely with government departments, evaluators, academics, civil servants, and charity leaders. Philip’s wider experience spans international development evaluation with organisations including Oxfam International, Concern Worldwide, World Vision, and Plan International, alongside clinical trials, drug development, and social and behavioural science research in medical settings with FIND and the University of Oxford/ISARIC.

 

Janay Taiwo Profile Picture

 Janay Taiwo - Education Manager, London's Violence Reduction Unit

Janay Taiwo has over 20 years of experience as a youth and community leader, award-winning grassroots organisation founder and assistant principal in the founding team of a successful London secondary school. Janay is currently Education Manager at the Mayor of London’s Violence Reduction Unit, where they adopt a public health approach to violence prevention across schools, local authorities, health and youth settings. Janay manages a portfolio focused on neurodivergent absenteeism and suspensions, mentoring for young people in PRUs and creating environments that foster belonging through the UNICEF UK Rights Respecting Schools partnership. Janay also works as a consultant with AVIARD on The Amani Project.

 

Dr_Lauren Bellaera

Dr Lauren Bellaera, Director of Research - ImpactEd Group

Lauren is the Director of Research at ImpactEd Group and is a Lecturer at the Institute of Education, UCL. Trained as a cognitive psychologist, Lauren’s research focuses on the measurement and evaluation of education outcomes. Prior to joining ImpactEd Group, she was the Chief Impact and Strategy Officer at The Brilliant Club, a UK-wide social mobility charity. Lauren is a Fulbright Scholar and Fellow of the Higher Education Academy and sits on editorial boards for the Widening Participation and Lifelong Learning journal and the Cambridge Journal of Education.
